Jersey’s Road Safety Plan outlines the actions and commitments to make the Island’s roads safer for all. With a focus on reducing collisions and protecting vulnerable road users, it reflects a collective effort to embrace a culture of shared responsibility for road safety.

Context for Change

In March 2020, a significant road traffic collision prompted the development of the Government Proposition, ‘Improvements to Road Safety,’ which was adopted by the States Assembly in March 2021. This proposition, brought forward by Constable Karen Shenton-Stone, called for a structural review of road safety on the Island, emphasising methods for improvement with a particular focus on vulnerable road users.

In response, the Government of Jersey and the Minister for Infrastructure commissioned an Island Road Safety Review. This landmark review offered a detailed examination of Jersey’s road safety landscape, analysing current statistics and trends to identify key areas of concern. It also marked the beginning of a commitment to adopt fundamental changes in policy, operational direction, and the broader culture of how road risk and road safety are managed—by both the Government and the Island community as a collective.

The findings of the review were published in the Island Road Safety Review and included a comprehensive set of recommendations aimed at reducing road traffic collisions and improving safety for all road users.
